根據(jù)最新歐盟化妝品法規(guī)（EC）No 1223/2009第13條規(guī)定，有關(guān)化妝品的資料，都需要在CPNP通報系統(tǒng)進行通報。

而從2013年7月11日開始，化妝品都需強制通過CPNP通報方可在歐盟上市銷售，但成功通報并不等同于有關(guān)產(chǎn)品可滿足所有其他（EC）No 1223/2009法規(guī)的要求。一些已輸入資料將會以電子方式提供予所有有關(guān)機構(gòu), 主管機構(gòu)（用于市場監(jiān)控，市場分析，評估和消費者信息），成員國建立的國家毒害管理中心或類似機構(gòu)（用于醫(yī)療目的）。出現(xiàn)事故時，國家毒害管理中的工作人員能在幾秒之內(nèi)從數(shù)據(jù)庫中存儲的信息中看到該成品的成分，主管機構(gòu)也能容易地獲取歐盟市場上所有化妝品的信息，以實施市場監(jiān)管。

Cosmetic product’ means any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.

按EC 1223/2009規(guī)定覆蓋的產(chǎn)品有：膏，面膜，乳液和化妝，頭發(fā)產(chǎn)品，除臭劑，香水，防曬產(chǎn)品，剃須產(chǎn)品，所有化妝品及盥洗用品等。

Regulation (EC) No 1223/2009 (Article 13) requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit some information about the products they place or make available on the European market through the CPNP.

簡言之，需要做CPNP通報的是：責(zé)任人（EEA內(nèi)的化妝品生產(chǎn)商、將化妝品輸入EEA內(nèi)的進口商）、EEA內(nèi)的化妝品分銷商。

做CPNP需要提供哪些資料？

（1）歐盟責(zé)任人信息及聯(lián)系人信息；

（2）產(chǎn)品標(biāo)簽照片；

（3）原產(chǎn)國(從哪里進口至EEA)；

（4）識別方法和名稱(IUPAC)、CAS號碼、EINECS或ELINCS號碼，非專利商品名；

（5）對每年投放市場的納米材料的數(shù)量估計；

（6）在相關(guān)類型化妝品中使用的安全數(shù)據(jù)；
